1. Introduction

Transaction Admin Pages have separated 3 part

1. before/after construction consultation management : building permission / use permission
2. miscellaneous consultation management : education, survey, use permission pre-check
3. statistics : Integrated Achievement

A building can have multiple separated usages by partition of buildings. This is why usages consultation of construction permission should be reported separately by usage. Hence technical consultation for one building is only one for all buildings while usage consultation can be one or more than one for all buildings. This makes count of whole usage list is always same or greater than count of technical consultation. So it does for use permission of technical consultation and whole usage list.

Another characteristic is that tbl_build_report table has shared by tbl_build and tbl_used because there is no different in table field items between construction permission and use permission.
